How does the radiant fraction for lighting and equipment loads work?

To my understanding, the HB lighting and equipment components mentions that we can give a radiant fraction to the total electricity use to see which fraction will be used as internal gains, which will affect the heating load. But in my case, this is not how it seems to be working: at a fraction of 0, the heating load decreased. Shouldn’t this be increasing the heating load, since no portion of the electricity contributes to internal gains. This also happens the other way around: when the fraction is 1, the heating load increases. It would be great if someone could tell me if I’m understanding this correctly, or if the calculation works in a different way.
