There’s not enough information here to know for sure. Do you have any non-ASCII characters in your username? It’s possible that you found a case with non-ASCII characters that we missed.
The file works perfectly on rhino6, but it has this problem in rhino7. rhino7 version number is 7.13

Can you upgrade to the latest version of Rhino 7 and see if the issue persists? Can you also check to make sure that you’re using the same units system and tolerance in Rhino 6 and Rhino 7?
