How can I add a mezzanine (interior balcony) into a Honeybee Room? The floor area should be accounted for e.g. when calculating occupancy per square metre but I don’t want to model the space as another Room as air can flow freely between the spaces. Do I need to model it as separate Rooms with an air wall between?

Yes that is the way to do it. I mostly use the “properties by guide surface” component.
