We have a buildings or urban plan and want to get the best result , maybe the right term is optimization with wind flow.
Is that possible or it is complex?

My actual idea is:
Create a model with possibility of rotation and scaling in z direction.
Run wind simulation.
How to optimize the result ? or is there a better idea to do that if it is possible.
