Cooling and heating load

I just have an ambiguous question for myself,When calculating thermal loads for a building, the calculations finally give us the energy consumption necessary for heating or cooling
And it is logical that these calculations are made on the basis of the friendly temperature for humans so that they can find their thermal comfort.
So I would like to know what the comfort temperature range is that energyplus takes into consideration when calculating thermal loads !And can we change this comfort range value, knowing that the thermal sensation is different between a man who lives in Russia and another in the desert, for example
I found this example in images which considers that when the temperature is between 18 and 24 C, we will not need either cooling or heating
