for dragonfly run URBANopt need to be online? while simulation in cmd the error “httperror could not fetch specs from http://rubygems.org” appear and after that I have no result in SQL.

Yes, at least the first time that you create a URBANopt model with a particular name, you need to be connected to the internet in order for URBANopt to download several dependencies to the project folder. After that, I think you should be able to run a model with the same name without having to be connected to the internet.
In the future, NREL discussed packaging all of these dependencies with the URBANopt installer so that we don’t need to download them each time. But, for now, this is how URBANopt is set up.
