Min .ill and max .ill for states of dynamic blinds

I have a basic question for dynamic blinds design:
when we are defining min .ill and max .ill for each Honeybee_Daysim shading State, this range is the range of illuminance that the blinds receive from the OUTDOOR and SUN and are exposed to. Am I right?
