To answer your question, yes this is possible. You can set up a simple energie model. If you download the latest version Of LBT tools a folder with examples is incududed. Yo can difine the skylights parametrically by using the HB skylights by ratio component.
Or else with the use of native grasshopper components or using pufferfish: Pufferfish | Food4Rhino depending on your requirements.
Then you have to define what you want to achieve with this optimalisation. Is it maximum comfort or minimal energy use or whatever.
For the optimalisation process you can also use colibri from the TTtoolbox.
