This file .mat file of custom Radiance modifiers should now go in the following location if you are using Ladybug Tools:
C:\Users\[USERNAME]\AppData\Roaming\ladybug_tools\standards\modifiers
The modifiers will get loaded up from that folder whenever you start up grasshopper.
