How can I make a translucent material in radiance? I want to make a fabric of ptfe material and I just have some information about visual light transmittance and openness factor of this material.

or update HB+ and Mostapha put out a new component for translucent materials.

I think your question is more related to the thing, how to set properly the material definition in radiance if you have just a few values from the manufacturer right ?
If yes, that´s not an easy thing, please read this https://infoscience.epfl.ch/record/231231/ document, it will bring more light to it.
as a summary, it´s not as easy as we thought
