I have attached this photo to show that when I have the insulation layer outside give me the same R-value as when its inside. Any idea how is it working?

Sorry to say that you are wrong for sure. The order of the layers doesn’t affect the R or U value of the construction. The R calculation reveals a steady state situation where the composite element is resisting the thermal conduction.
Saying that, you will see the influence of the insulation position on the simulation where you have a dynamic calculation.
